Utah's floor is 30/65/25, and no other state we read uses $65,000 on the middle line. The figure comes from the state insurance department's page on third-party claims. That same page explains the two layers of a Utah claim. For each injured person, the first $3,000 of medical expenses goes through that person's own policy under personal injury protection, before a claim can go to the responsible insurer. Fault is then handled under a comparative negligence law, under which more than one person can be at fault in the same accident, and the page explains how an insurer decides that. When you file with the other driver's insurer, the page says you do not pay a deductible, and it sets out what to do if that company denies the claim. We read no penalty figure there. A 25/50 policy from another state falls short on both injury lines.

What the three numbers mean in Utah
No other state we read uses this exact combination, which makes copying a policy from a neighbor unreliable: check all three numbers, not just the first.
$30,000 is the most the policy pays for one injured person. $65,000 is the most it pays for everyone hurt in the crash. $25,000 is the most it pays for the other car and anything else you damage.

Not verified means that we did not read the rule on an official page. It does not mean that the rule is absent, and we do not infer at-fault status from silence. Ask the state before relying on a blank.
