Wyoming's rule is in Title 31 of its statutes. Section 31-9-102 defines proof of financial responsibility as $25,000 for one person, $50,000 for two or more and $20,000 for property, and section 31-4-103 requires an owner to have a liability policy or a bond in those amounts. Violation is a misdemeanor: up to six months in jail, a fine from $500 to $1,500, or both. That $500 starting point is higher than Montana's $250 and Kansas's $300 for a first offense, and below Delaware's $1,500. For a second or later violation, the judge must have the registration and plates delivered to the county treasurer, who holds them until the defendant has met all obligations. Excusable neglect or a mistake by someone else is a defense, and the judge may suspend part or all of the sentence. A nonresident's vehicle insured under the rules of a state requiring insurance falls outside this rule. The same title requires proof of insurance to be carried at all times. We read no no-fault language in these sections and do not label the system. A policy from a 25/50/25 state clears all three lines here.

Not verified means that we did not read the rule on an official page. It does not mean that the rule is absent, and we do not infer at-fault status from silence. Ask the state before relying on a blank.
